County Line Road Improvement Project
Project Overview
PennDOT is restoring, reconstructing and resurfacing three miles of County Line Road between Kulp Road and Route 611 (Easton Road) in Horsham Township, Montgomery County, and Warrington Township, Bucks County.
Under this contract, PennDOT’s contractor will make the following improvements:
- Widening County Line Road to provide a uniformed pattern of two 11-foot travel lanes and five-foot shoulders;
- Replacing the County Line Road bridge over an unnamed tributary to Little Neshaminy Creek;
- Upgrading traffic signals;
- Installing new guiderail;
- Performing drainage improvements;
- Installing ADA curb ramps; and
- Performing other miscellaneous operations to enhance safety and travel for the motoring public.
The purpose of this corridor improvement project is to address inconsistencies along the corridor, such as varying lane and shoulder widths, areas with poor sight distance, sporadic turn lanes, and areas of poor pavement in order to provide motorists with a roadway designed to modern travel and safety standards.

Traffic Impact
As part of this project, PennDOT will replace the deteriorating masonry arch bridge with a six-foot-wide, single-span extension on County Line Road over an unnamed tributary to Little Neshaminy Creek. This bridge, which is posted with a 10-ton weight restriction, is located between the intersections of Fairmount Road and Park Road. The bridge was initially planned to close for replacement in 2023; however, due to damage the bridge sustained during Tropical Storm Ida last September, the department is accelerating the time frame for building the new replacement structure.
Another factor in the decision to advance the timing of this bridge replacement project to 2022 is the financial savings the department will realize by not investing funds to repair a bridge for only one more year of service until its replacement.
Beginning Monday, April 11, through early spring 2023, County Line Road will be closed and detoured in both directions between Park Road and Fairmount Avenue under Stage 3 construction to replace the bridge and between Park Road and Bradford Road under Stage 4 construction to rebuild and raise the elevation of the roadway to enhance safety and drainage in this area. The two operations will not occur simultaneously to facilitate residential access along County Line Road and Park Road.
During the closure, County Line Road through traffic will be directed to use Lower State Road, Street Road and Route 611 (Easton Road). Local access will be maintained up to the work zone. Driveway adjustments and temporary roadways will be constructed to maintain access to residents and businesses within the work zone.
Following the reopening of the County Line Road bridge in early spring 2023, westbound County Line Road will be closed and detoured between Kansas Road and Bradford Road under construction stages 5-8 and then between Fairmount Avenue and Kulp Road under construction stages 1-2.
During these closures, County Line Road westbound through traffic will be directed to use Lower State Road, Street Road and Route 611 (Easton Road). County Line eastbound traffic will have through access.
The department will maintain access to residences and businesses along County Line Road within the construction zones, and advanced warning signs will inform motorists of the road closure and detour.
Construction on the entire project is expected to finish in summer 2026.

Summer 2022 Construction Update
June 2022 - Relocation of existing water and sewer lines under County Line Road between Fairmont Road and Park Road (Project Stage 3) will wrap up this summer, allowing the contractor to complete installation of a new box culvert crossing of a tributary of the Neshaminy Creek.
As work continues through the summer months to backfill the culvert, situated, crews will continue excavation of the remainder of the existing pavement and installation of the project’s stormwater drainage system of pipes and inlets across the work area.
Following the drainage installation, PennDOT’s contractor will begin construction of the new roadway, with paving projected to get underway in late summer.
During construction continuing through mid-2023, County Line Road remains closed to through traffic between Lower State Road and Easton Road (Route 611). Through traffic is being detoured along Lower State Road, Street Road, and Easton Road (Route 611).
Access to residences and business on County Line Road in the work area will be maintained during construction.
County Line Road is being widened to provide two 11-foot travel lanes and five-foot shoulders between Kulp Road and Easton Road (Route 611). The elevation of a section of the new roadway between Fairmont Road and Bradford Road is being raised to improve sight distance and drainage.
In addition, traffic signals will be upgraded, guiderail will be installed and ADA curb ramps will be provided across the project area.
Autumn 2022 Update
The Pennsylvania Department of Transportation (PennDOT) announced today that the bridge carrying County Line Road over a tributary to Little Neshaminy Creek is scheduled to reopen on Monday, October 17, following its replacement under a project to rebuild and improve a 3.1-mile section of the highway in Warrington Township, Bucks County and Horsham Township, Montgomery County. The bridge had been closed since construction began in April 2022 to replace the deteriorating masonry arch structure.
The bridge reopening will mark the end of Stage 3 construction on the $11.2 million corridor improvement project. Stage 4 construction will rebuild and raise the elevation of a section of County Line Road to enhance safety and drainage.
Beginning Monday, October 17, through early spring 2023, County Line Road will be closed and detoured between Park Road and Bradford Road. Motorists will be directed to use the same detour as the current bridge closure: Lower State Road, Street Road and Route 611 (Easton Road). The closure will be implemented once the County Line Road bridge reopens between Park Road and Fairmount Avenue.
During the six-month closure between Park Road and Bradford Road, local eastbound County Line Road traffic will be permitted to turn right onto Park Road; however, Park Road motorists will only be permitted to turn left onto County Line Road. Local access will be maintained on County Line Road for all residents and businesses.
