​Parkway East Bridge over Four Mile Run Feasibility Study

Project Overview

PennDOT, in cooperation with the Federal Highway Administration (FHWA), has initiated the Parkway East Bridge over Four Mile Run (SR 376, Section A77) Feasibility Study in the City of Pittsburgh, Allegheny County. The existing six-span bridge, also known as the Frazier Street Bridge, dates to 1951 and serves as a critical transportation link for I-376 (Parkway East) eastbound and westbound traffic over CSX and Allegheny Valley Railroads, Frazier Street, Swinburne Street, Boundary Street, Four Mile Run Park,  Schenley Park, and various bike and pedestrian trails, with approximately 120,000 vehicles, including 9,000 trucks, crossing it daily.

The Feasibility Study aims to explore rehabilitation and replacement options for the bridge to address deficient conditions, while also balancing community, environmental, and traffic considerations.

The study will begin with a background data review, bridge inspection, and a Needs Analysis. "Notice of Intent to Enter" letters will be sent to property owners within the study area. These letters indicate that study team members may need to access private property to conduct surveys, historical studies, utility studies, etc. These letters do not mean a property will be directly impacted by the project, only that access during the feasibility and future design phases may be needed.

The study team will coordinate with the City of Pittsburgh regarding their active Swinburne Bridge Replacement Project, which is currently under design, as well as the Squirrel Hill Interchange project. The study team will also coordinate with the Pittsburgh Water and Sewer Authority regarding their Four Mile Run Stormwater Project.  Opportunities to work together to ensure all the projects are the least impactful to the community will be explored.

Community engagement will play a central role, ensuring public input and transparency as the project progresses. Public Meetings will be held to obtain input on the Needs Analysis, existing community features, and eventually to present the study results. Ultimately, the results of the feasibility study will identify bridge improvement concepts to advance into the environmental analysis (National Environmental Policy Act (NEPA)) and preliminary engineering phases of the project.
