Route 23 Corridor Safety Improvements Project

Overview
This project involves safety improvements to eleven (11) signalized intersections along Route 23 (Schuylkill Road/Nutt Road/Valley Forge Road) from Route 724 (Schuylkill Road) to Whitehorse Road in East Pikeland Township, Phoenixville Borough, and Schuylkill Township, Chester County, Pennsylvania.
The improvements that will be made to improve safety along the corridor include:
- Installation of retroreflective backplates on signals at all 11 intersections
- Installation of pedestrian countdown timers and pushbuttons at all 11 intersections
- Modification of the signal phasing to include a leading pedestrian interval at the Route 23 & Rapps Dam Road/Mowere Road intersection
- Installation of signal ahead warning signage at the Route 23 & Bridge Street/Mellon Street and Route 23 & Main Street/Manavon Street intersections
- Installation of intersection warning signage at the Route 23 & Second Avenue/Buchanan Street intersection
- Widening and restriping of the eastbound Route 23 approach to provide an exclusive eastbound left turn lane at the intersection with Township Line Road and mill and overlay of the intersection
- Removal of existing median islands, reconfiguration of the Route 23 and Bridge Street (Route 113) intersection within the existing cartway, and mill and overlay of the intersection
The signal improvements will be limited to replacing the existing pedestrian signal heads and push buttons and installing new retroreflective backplates to the existing signal heads. No new signalized intersections are proposed as part of this project. The signal improvement locations are as follows:
- Route 724/Route 23 (Schuylkill Road) and Route 23 (Ridge Road)/Crossover Boulevard
- Route 23 (Schuylkill Road) and Rapps Dam Road/Mowere Road
- Route 23 (Schuylkill Road) and Kimberton Square Shopping Center Driveway
- Route 23 (Schuylkill Road/Nutt Road) and Township Line Road
- Route 23 (Nutt Road) and Phoenixville Plaza Driveway
- Route 23 (Nutt Road) and Route 113 (Kimberton Road)/Phoenixville Plaza Driveway
- Route 23 (Nutt Road) and Route 113 (Bridge Street)
- Route 23 (Nutt Road) and Lincoln Avenue/4th Avenue
- Route 23 (Nutt Road) and Gay Street/5th Avenue
- Route 23 (Nutt Road) and Route 29 (Main Street/Manavon Street)
- Route 23 (Valley Forge Road) and Whitehorse Road
There will be a ground disturbance for conduit installation and/or pedestrian pushbutton stub pole installation.
