Acting Deputy Secretary for Multimodal Transportation

Andy Batson, AICP

Andrew Batson, AICP joined PennDOT in 2019 as the Chief of Urban Transit in the Bureau of Public Transportation. In this role, he worked closely with transit systems in urban areas around the Commonwealth on all aspects of their state-funded public transportation programs, including SEPTA and PAAC (now PRT). In 2020, he transitioned to the Chief of Planning and Project Delivery, overseeing PennDOT's $550 million public transportation capital program, administering all Federal Transit Administration funds, and leading statewide public transportation planning and technology projects to guide multimodal transportation into the future.

Prior to joining PennDOT, Andrew spent over a decade in the private consulting industry where he provided multimodal planning services to public organizations throughout the U.S. His work focused on operations and organizational management to maximize public investment. He also led complex planning studies centered on creating or improving accessible transportation infrastructure that strengthens local communities.  

Andrew is a graduate of the University of Florida with Bachelor of Arts in Political Science and a Master of Arts in Urban and Regional Planning.
