Construction Set to Begin for the Roundabout in the City of Warren

Major physical work is expected to get underway next month on a single-lane roundabout at Market Street (Route 1017), Pennsylvania Avenue (Route 6006), and Water Street in the City of Warren, Warren County. 

The project includes construction of a single-lane roundabout with sidewalk and crosswalks, truck aprons, and updated lighting and drainage. 

Work will be completed in phases and will require detours and traffic controlled by flaggers. When needed, detours for Market Street will use Route 6, Laurel Street, and Pennsylvania Avenue. As needed, detours for Pennsylvania Avenue will use Route 6 and Ludlow Street. Water Street will also be closed to through traffic for a portion of the work. 

Major construction is anticipated to start Monday, April 3, 2023, weather permitting, and is expected to take about five months to complete. Work will be completed in four phases, during which time different parts of the roundabout will be open to traffic. 

Last year after the contract was awarded, and utility relocation and material acquisition were started. 

Phase 1 is expected to start April 3. During this phase, a large portion of the roundabout construction will take place predominately within the existing intersection. Westbound traffic will continue to use one lane of the existing roadway. This phase is expected to take approximately two months to complete. 

Phase 2 will include opening a portion of roundabout for eastbound traffic on Pennsylvania Avenue. This phase is expected to take approximately four weeks to complete. 

Phase 3 will include opening another portion of the roundabout for westbound traffic on Pennsylvania Avenue coming from Market Street. Eastbound traffic will continue to use a portion of the roundabout. This phase is expected to take approximately four weeks to complete. 

Phase 4 is tentatively planned to occur in August. It will include the final layer of paving, final updates to street lighting, as well as landscaping and other finishing work. This work will be completed under normal flagging operations. This work is expected to take approximately four weeks as well. 

The contractor is Bob Cummins Construction of Bradford, PA. The contract cost is $3,982,690, which is to be paid with a combination of state and federal funds.
