PennDOT Announces Plans Display for Kelly Road Improvement Project in the City of Hermitage, Mercer County

​The Pennsylvania Department of Transportation (PennDOT) invites the public to view the online plans display for a project to make bicycling and pedestrian safety improvements to Kelly Road in the City of Hermitage, Mercer County.

The project includes the portion of Kelly Road, a locally owned roadway, between the bridge over the Shenango River and the entrance to the United States Army Corps of Engineers Mahaney Recreation Area.

The Kelly Road Improvement Project will provide safe pedestrian and bicycle access through the project area. The existing roadway is relatively narrow, has no shoulders, and immediate roadside ditches for drainage. The proposed project will widen and resurface the roadway, add shoulders, make drainage improvements, provide pedestrians and bicyclists with a safer route through the project corridor, and include new "Share the Road" signage and pavement markings.

Work is expected to begin in July 2024 and be complete by late September 2024.

The proposed improvements will require traffic to be reduced to one lane during construction, with flaggers or temporary signals used throughout the project area for the duration of the project. Access for local residences and the Mahaney Recreation Area will be maintained throughout construction.

The plans display for the Kelly Road Improvement Project, which will be held online only, includes a handout and an online comment form. It will be open until January 2, 2024, and can be accessed by visiting the PennDOT District 1 website, www.penndot.pa.gov/District1.

The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project's potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation's 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.
