Public Meeting Announced for Route 4038 Layton Bridge Replacement Project in Perry Township, Fayette County

​Uniontown, PA – The Pennsylvania Department of Transportation's (PennDOT's) Engineering District 12, along with the Federal Highway Administration (FHWA), invites the community to participate in an open-house format public meeting to review and comment on the proposed Route 4038 (Layton Bridge) over Youghiogheny River and Great Allegheny Passage Replacement Project. Representatives from PennDOT and the project team will be available to answer questions and take comments regarding the project. 

The public meeting will be held on the following date, time and at the location listed below:

Time:              5:00 PM to 6:30 PM (doors will not open to the public until 5:00 PM)

The current project includes the proposed replacement of the Layton Bridge as well as replacement of the single-span, single-lane bridge carrying Layton Road over Washington Run, and improvements to the associated roadway connecting these two structures. Both bridges were originally designed and utilized by a railroad.

Layton Bridge is on the National Register of Historic Places (NRHP), therefore in accordance with Section 106 of the National Historic Preservation Act, PennDOT has considered the effects of the project on the structure. Additionally, several 4(f) resources are present within the project area. This meeting complies with the public involvement requirements of the National Environmental Policy Act (NEPA), Section 106 of the National Historic Preservation Act, and Section 4(f) of the U.S. Department of Transportation Act of 1966.

Because the proposed project involves constructing a new bridge just to the east of the existing Layton Bridge, traffic will be maintained in both directions on the existing bridge during construction.

The in-person public meeting location complies with requirements of the Americans with Disabilities Act and is accessible to individuals who have disabilities.
