PennDOT Announces Online Plans Display for the SB I-83 Exit 24 Off-Ramp Widening Project in Manchester Township, York County

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plans display regarding the widening of the southbound Interstate 83 off-ramp to Church Road (Route 238) at Exit 24 in Manchester Township, York County.

The existing ramp layout includes one lane in each direction with the exit lane transitioning into a wider shared right and left turn lane. The existing shoulder widths on the ramp vary from 3-to-5 feet.  

Proposed construction will widen the ramp to create a separate right turn lane for traffic turning onto westbound Church Road (Route 238) to reduce congestion. The proposed roadway will have a 12-foot-wide right turn lane and a 12-foot-wide left turn lane with an 8-foot-wide shoulder. The project also includes improvements to guiderail and signing within the project limits. Both lanes will be resurfaced in areas extending beyond the reconstruction to eliminate temporary line paint.

This ramp has an averages 4,151 vehicles daily. 

During construction, the ramp will be closed, and traffic will be detoured. 

The project is currently in design and construction work is anticipated to occur in Spring 2026.

The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project’s potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation’s 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.
