PennDOT Announces Online Plans Display for Route 124 (E. Prospect Road) Intersection Improvement Project in Windsor Township, York County

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) Engineering District 8-0 invites the public to an online plan display regarding the Route 124 (E. Prospect Road) Intersection Improvement Project in Windsor Township, York County.

The project involves safety improvements at the intersection of East Prospect Road (Route 124) and Freysville Road (Route 2001). Work is anticipated to include the construction of a new traffic signal at the intersection of Route 124 and Freysville Road. The alignment of Route 124 will be shifted slightly to the north to increase safety benefits. The work will also include drainage improvements, post construction stormwater management features, flattening of roadway backslopes in the northern quadrants, and updated signing and pavement markings. The proposed Route 124 typical section will comprise of 11-foot travel lanes and 6-foot shoulders. The proposed Freysville Road typical section will comprise of 11-foot travel lanes and 4-foot shoulders.   

Traffic will be maintained on Route 124 during construction. Detours for Freysville Road using state-owned roads will be implemented during specific stages of construction. Temporary construction easements and right-of-way acquisition are anticipated. PennDOT will coordinate directly with impacted property owners. Utilities will be impacted by construction and relocations are being coordinated with facility owners. 

The project is in preliminary design and construction work is anticipated to take place in the 2026 construction season subject to all approvals, environmental clearances, and funding availability.

The plans display will be held online only. A digital version of the information will be available to view online until February 29, 2024.

The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project’s potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation’s 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.
