Project Overview

The Pennsylvania Department of Transportation (PennDOT) invites the public to an in-person and virtual plans display regarding the SR 1007 (Butternut Flats), Section 650 Structure Replacement over UNT South Calkins Creek Project in Damascus Township, Wayne County. 

The SR 1007-650 project consists of replacing the existing single-span reinforced concrete T-Beam bridge with a precast reinforced concrete box culvert.

The reconstructed SR 1007 (Butternut Flats) roadway and structure will consist of two (2) 10'-0" travel lanes with two (2) 4'-0" wide shoulders for a roadway width of 28'-0".

Additional work includes but is not limited to approach roadway reconstruction, guide rail updates, signing, pavement markings, and driveway adjustments. Utility pole relocations are also anticipated to construct the project. Local access to driveways will be maintained during construction.

The project is currently in the preliminary design phase. Construction is anticipated to begin in the Spring of 2025 and be complete by the Fall of 2025.

Public Meeting

The in-person public display meeting for both projects will take place at:  

  • Time: 6:00 PM to 7:00 PM
  • Date: Thursday, September 7, 2023
  • Location: Damascus Township Building (60 Conklin Hill Road, Damascus, PA 18415) 
The virtual plans display will be held online and will be available from August 24, 2023, to September 21, 2023

The purpose of the public meeting and plans display is to introduce the project, display and describe the planned detour, and receive public input regarding questions or concerns with the project. The public is encouraged to respond to the public questionnaire and provide comments by clicking on the Public Questionnaire. Traffic Control

A detour for SR 1007 (Butternut Flats) will be required to perform the proposed work. SR 1007 traffic will use a 7.9-mile detour using all state roads, including: SR 1009 (Boyds Mills Road), SR 1002 (Calkins Road), SR 1005 (Torrey Road), and SR 1007 (Hartman Road). The detour is anticipated to be in place for approximately 4 weeks during construction.

From points west of the structure:

  • head west on SR 1007 (Butternut Flats/Hartman Road) for 1.9 miles;
  • turn right onto SR 1005 (Torrey Road) and head north for 1.3 miles;
  • turn right onto SR 1002 (Calkins Road) and head east for 2.4 miles;
  • turn right onto SR 1009 (Boyds Mills Road) and head south for 1.3 miles; and
  • turn right onto SR 1007 (Butternut Flats). 

From points east of the structure:

  • head east on SR 1007 (Butternut Flats) for 1 mile;
  • turn left onto SR 1009 (Boyds Mills Road) and head north for 1.3 miles;
  • turn left onto SR 1002 (Calkins Road) and head west for 2.4 miles;
  • turn left onto SR 1005 (Torrey Road) and head south for 1.3 miles; and
  • turn left onto SR 1007 (Hartman Road).
