Facility Energy Efficiency Project to Temporarily Close Keystone Welcome Center at Tioga, Three PennDOT District 3 Facilities and Selinsgrove Driver License Center

Montoursville, PA – The Pennsylvania Department of Transportation (PennDOT) announced today that several facilities in northcentral Pennsylvania will undergo significant energy efficiency upgrades and renovations as part a Guaranteed Energy Savings Act (GESA) project, initiated by PennDOT and the Department of General Services in 2021.

Under the GESA, building systems deemed eligible for energy saving upgrades within a GESA Project are leveraged by future energy savings. The project will upgrade heating, ventilation, air conditioning and lighting to improve energy efficiency in the buildings.

During this time the following office buildings will be closed to the public.

  • Engineering District 3-0, 715 Jordan Avenue, Montoursville
    • To close on Tuesday, September 4, 2023
  • Tioga County Maintenance Office, 6 Berwart Street, Wellsboro
    • To close on Monday, September 11, 2023
  • Selinsgrove Driver License Center, 1015 Route 522, Selinsgrove
    • To close on Monday, September 11, 2023
  • Keystone Welcome Center at Tioga, Route 15 southbound, 7-miles south of the Pennsylvania / New York border.
    • This includes the entire facility and parking area.
    • To close on September 18, 2023
  • Lycoming County Maintenance Office, 716 Jordan Avenue, Montoursville
    • To close on Tuesday, September 19, 2023

While these locations will be physically closed to the public, employees assigned at these locations will be working at alternate locations during the office closure and responding to phone calls, e-mails, and off-site meetings.  Hard copy mail will also continue to be processed.

Additional notification will be sent as buildings reopen.

Driver and Vehicle Services

PennDOT's driver license center located at 1015 Route 522 in Selinsgrove will be closed for an extended period for extensive renovations. The facility will close Monday, September 11, 2023, and will re-open on Tuesday, December 5, 2023.

The team of PennDOT employees currently serving customers at the Selinsgrove location will be temporarily reassigned to the Shamokin Driver License Center at 5 Anthra Plaza in Shamokin. The Shamokin Driver License Center will expand its current operations to five days weekly - Tuesday through Saturday from 8:30 AM to 4:15 PM - for all services.

Additionally, the Schuylkill Haven Driver License Center will modify hours during this period, adding service on Fridays to its current schedule of Tuesdays, Wednesdays and Saturdays from 8:30 AM to 4:15 PM. The Lewisburg Photo Center located at 130 Buffalo Road in Lewisburg – which offers photo services only – will increase operations to Tuesday through Saturday from 8:30 AM to 4:15 PM as an additional service option for photos. The upgrades to the Selinsgrove Driver License Center are part of a Guaranteed Energy Savings Act (GESA) project, initiated by PennDOT and the Department of General Services in 2021. Under the GESA, building systems deemed eligible for energy saving upgrades within a GESA Project are leveraged by future energy savings. The total savings for the Selinsgrove site for energy, operational and maintenance expenses are estimated at over $5,000 per year.  
 
The major work being completed through the GESA project include electrical system upgrades, LED lighting, HVAC system, window replacement, insulation, drop ceilings and water conservation. In addition to the GESA work, PennDOT will also add new sidewalks, flooring, additional workstations and will expand the Commercial Driver's License (CDL) test pad.

Driver and vehicle online services are available 24 hours a day, seven days a week and include driver's license, photo ID and vehicle registration renewals; driver-history services; changes of address; driver license and vehicle registration restoration letters; ability to pay driver license or vehicle insurance restoration fee; driver license and photo ID duplicates; and driver exam scheduling. There are no additional fees for using online services.
