State Hill Road Corridor Part 1



The Pennsylvania Department of Transportation (PennDOT) announces a public meeting for improvements to State Hill Road (State Route 3023) in Spring Township and the Borough of Wyomissing, Berks County.  

This meeting is for the first of three sections of a corridor initiative from Colony Drive to Penn Avenue. This section is from Colony Drive to the southbound ramps of the US 222 interchange.

The attached resources include the graphics which will be displayed at the public meeting plus a questionnaire for providing input to the Department. The meeting will be conducted on April 24, 2024 beginning at 6:30 PM in the cafeteria of the Wyomissing Hills Elementary Center, 110 Woodland Road in Wyomissing. The meeting will be conducted in a plans display format with several PennDOT representatives present to answer questions.  

The proposed project will provide safety and mobility improvements and consists primarily of widening to provide two travel lanes in each direction, conversion of signalized intersections at Woodland Road and the Berkshire Mall entrance to roundabouts, and upgrades to the remaining existing traffic signals.

The project will be constructed in phases allowing both directions of traffic on State Hill Road to be maintained throughout the project. There will be some short-term, off-peak lane restrictions and intersecting road detours. 

The acquisition of right-of-way and temporary construction easements will be required on several adjacent properties.  No complete acquisitions or relocations are anticipated. 

The project is anticipated to begin construction in Spring 2027 and completed by the end of the 2029 construction season. All schedules are subject to change. 

The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project. The project documents can be made available in alternative languages or formats if requested.
